...in 1999, the Partnership for Observation of the Global Oceans (POGO) held its inaugural meeting in La Jolla, California, USA, marking the establishment of a pivotal organization dedicated to advancing global oceanographic observations. POGO serves as a consortium of major oceanographic institutions from around the world, collaborating to enhance the understanding and stewardship of the world's oceans.​

POGO's mission centers on fostering international cooperation to improve ocean observations for the benefit of society. Its key objectives include coordinating global ocean observations to ensure comprehensive and sustained monitoring of oceanic conditions, supporting climate research, marine resource management, and disaster preparedness. POGO also advocates for policy and funding by promoting the importance of ocean observations in policy arenas and securing necessary resources for sustained monitoring efforts. Additionally, it focuses on capacity building by enhancing the capabilities of developing nations in oceanographic research and observations through training and technology transfer. Another critical aspect of its mission is data sharing and integration, facilitating open access to oceanographic data and promoting interoperability among observation systems.

Since its inception, POGO has played a crucial role in establishing global networks by contributing to the development of integrated global ocean observing systems, such as the Global Ocean Observing System (GOOS). It has also promoted scientific collaboration by facilitating partnerships among oceanographic institutions, leading to joint research initiatives and shared use of infrastructure. Additionally, POGO has influenced policy by providing scientific input to international discussions on ocean health, climate change, and sustainable development. Furthermore, it has been instrumental in capacity development, implementing programs like the POGO-SCOR Fellowship and the Nippon Foundation-POGO Centre of Excellence to train the next generation of ocean scientists.
