... in 1991, the Global Ocean Observing System (GOOS) was established by the Intergovernmental Oceanographic Commission (IOC) of UNESCO in response to recommendations from the Second World Climate Conference (1990, Geneva). GOOS was designed as a permanent global framework for ocean observations, modeling, and data analysis, supporting climate research, operational oceanography, and the sustainable use of marine resources.
